"This system of educator evaluation that we recommended shouldn't be tied to a merit performance plan. If people want to have a discussion about merit pay, they should do that separate from this. This isn't set up to support a merit pay plan at all. It's set up much more to support the careful feedback and coaching of instruction and school administration to improve the quality of teaching and learning in schools."
